What Hermes did was a shitty thing but now Bell is Hero of monsters and people, so it turned out for the better. Bell needs to be the Hero that's his task he needs to save the world from the OEBD. Hermes, like all the gods who came down to the lower world in Danmachi, isn't simply "bad" or "good". Even that god from Evilus hermes talked to was more doing it for entertainment than actually being straight up evil. Just like humans they can get bored and seek entertainment. Hermes wants a hero just like Haruhime for example. Cautious and distrustful. That's exactly how you're supposed to feel about Hermes, conflicted. An incredibly likable person who does heinous things to the point even Bell can't forgive him. He's a likeable asshole. He's a total dick, but he is the kind you'd totally want to go have a beer with at the end of the day.
